Dear MID residents and members, 

The first quarter of the year has been a productive and encouraging period for the Muizenberg Improvement  District (MID), with steady progress made across key focus areas including public environment upgrades,  community involvement, and operational strengthening.  

A number of visible projects have been successfully implemented or are nearing completion. The installation  of “The Village” signage in Killarney Road has contributed positively to place-making and identity within this  much-loved precinct. This compliments previous efforts which resulted in the refurbishment of the heritage  information boards on York Road and at Muizenberg Park. 

The Royal Road biodiversity initiative, focused on the greening of the pavement areas, is gaining momentum.  This project is particularly noteworthy due to the involvement of local residents who are contributing their  time and energy towards improving the biodiversity of this space, assisted with funding from MID. This level  of community participation reflects a growing sense of shared ownership within the MID area. 

Infrastructure improvements have also been addressed, with refurbishment and repairs recently completed  at Thesens Bridge Play Park, ensuring that this facility remains safe and accessible for public use. 

From a communications and digital perspective, the MID website has undergone a full upgrade, with the new  platform scheduled for release shortly. The upgraded website will significantly improve accessibility to  information and engagement with stakeholders.  

Additional enhancements along the beachfront include the installation of new signage promoting “Free  Parking, Donations Only”, aimed at clarifying the parking situation, and improving visitor experience, while  encouraging voluntary contributions. 

Operationally, all MID departments continue to function effectively, maintaining a consistent standard of  service delivery across public safety, cleaning, and social development. Looking ahead, the planned  introduction of body-cameras for MID security personnel and Law Enforcement Officers will further  strengthen accountability, transparency, and professionalism within the precinct. 

In conclusion, this quarter reflects a balanced approach between infrastructure development, community  engagement, and operational advancement. MID remains committed to building on this momentum in the  months ahead.

The next MID Board Meeting will be held on Wednesday, 20 May 2026. The meeting begins at 17:00, with  the first 10 minutes dedicated to community participation. MID members, residents, and local business  owners are welcome to raise matters they would like the Board to note or consider. URBAN MAINTENANCE AND CLEANING

MID organised and took part in a mountain clean-up operation on Friday, 10 April 2026. This operation  targeted areas above Muizenberg SAPS, and above Muizenberg Park, up to Boyes Drive. The following parties  took part: 

  • MID and COCT Solid Waste teams provided the operational staff and resources required • Law Enforcement Officers ensured the safety and security of personnel working in the area

The operation yielded strong results, with a total of approximately 150 bags of refuse removed from this  section of the mountain. The extent of waste collected highlights both the ongoing environmental pressures  in these spaces and the importance of coordinated interventions. 

The MID, together with its partners, will be implementing an ongoing maintenance approach, ensuring that  this area is monitored and kept clean through regular follow-up actions. A word of thanks is extended to all  teams involved for their commitment and collaboration. These initiatives demonstrate the value of  integrated service delivery in maintaining the quality and safety of our shared public spaces.

SPECIAL PROJECTS

Greening and Environment

MID is proud to announce the commencement of a greening and playground restoration project, in the area  immediately west of Thesens pedestrian bridge. Site preparation activities are already underway.

Background

This portion of land falls within MID’s footprint and has recently been incorporated into the Zandvlei Estuary  Nature Reserve (ZENR), now overseen by the City’s Department of Biodiversity Management. While this department faces capacity and budget constraints, MID’s mandate to supplement municipal services  positions it well to support their efforts. MID is therefore proud to contribute to the first phase of a long term rehabilitation project in an area that is both well used and deeply valued by Muizenberg residents and  visitors alike. 

The project focuses on beautifying and restoring the space through the removal of invasive alien vegetation  and the introduction of indigenous plant species, enhancing both ecological integrity and visual appeal. This  environmental effort is complemented by the refurbishment and repair of existing playground equipment  nearby, improving recreational opportunities for the community. Planting plans are being implemented in  consultation with ZENR management, FynbosLIFE nursery, and overseen by the Zandvlei Trust, while  playground upgrades will be undertaken by Playscapes, specialists in park equipment supply and restoration.

MUIZENBERG PARK: STREAM UPGRADE, THIRD PHASE

Friends of Muizenberg Park (FOMP) are pleased to announce the 3rd and final phase of the stream  rehabilitation. The work began on 30 March 2026 and sees the following take place: * Deepening of the existing pond behind the clubhouse. 

* Uncovering and rehabilitating the water ‘seeps’ in the lawns above the southern bowling green (SAPS  side).
* The formation of a safe, accessible stream paddling area for children, in the main stream near the  wooden bridge on Camp road side.
* The planting of the Arum Lily Heart: A dedicated flowerbed to anchor the beauty of the park. In all, this  will see the creation of 1 000 m² of new fynbos beds and seasonal ponds. With 3 000

seedlings planted,  including dozens of plants of critically endangered species. The cost of this final phase is R500 000 which  is covered exclusively by funds raised by FOMP and residents. PUBLIC SAFETY | CREATING SAFE, USABLE URBAN SPACE

MID continues to see strong results from its investment in public safety, with our CCTV network playing a  central role in proactive monitoring and incident response. The system is continually upgraded to improve  coverage, reliability, and investigative capability, ensuring that our control room remains well-equipped to  support operations on the ground. 

Our MID control room staff, working in close coordination with patrollers, have demonstrated excellent  teamwork over the past period. This collaboration has directly contributed to several successful interventions  and arrests, highlighting the value of a coordinated, intelligence-led approach to safety.

In addition, the Law Enforcement Officers assigned to the MID area continue to perform effectively. Their  visible presence, consistent enforcement of by-laws, and support to joint operations have made a meaningful  contribution to maintaining order within the precinct. 

Overall, the combined efforts of technology, personnel, and partnerships are ensuring that Muizenberg  remains a safer and more responsive environment for residents, businesses, and visitors alike.

SOCIAL DEVELOPMENT

Grade 7’s Ride the Waves in an Unforgettable Surf Adventure!

Excitement filled the air as Grade 7 learners from Westlake Primary enjoyed a memorable outing to  Muizenberg Beach, made possible by Michael Lategan, and Paul Miles from Future Sparks. In collaboration  with Surf Emporium, a group of eager boys and girls set out for a day of fun, learning, and adventure. 

Upon arrival, learners were equipped with wetsuits and brightly-coloured bibs before receiving basic surfing  instruction from experienced coaches. They learned essential skills such as balance and ocean safety,  preparing them for their time in the water. The highlight of the day was catching their very first waves. Cheers  of encouragement filled the beach as learners bravely paddled out, stood up, and rode the surf with growing  confidence. For many, it was an exciting new experience they will always remember. After an action-packed  session, the group enjoyed delicious burgers kindly donated by Muizenberg’s own Santa Monica Spur. The  outing not only introduced learners to surfing but also fostered confidence, teamwork, and a love for the  outdoors, making it a truly rewarding experience.

U-Turn | Partnership with MID

Vouchers and donations made to U-Turn play a vital role in supporting individuals experiencing  homelessness, on their journey toward independence. Instead of giving cash, vouchers can be exchanged for  essential services such as meals, clothing, healthcare, and rehabilitation programs. 

This approach ensures that assistance is used constructively while restoring dignity and accountability.  Donations further enable U-Turn to expand its work-readiness programs, skills development, and  reintegration initiatives.  

Together, vouchers and financial contributions empower people to rebuild their lives, offering not just  temporary relief but a sustainable pathway out of homelessness and into meaningful employment and  stability. Besides being available online, the vouchers can also be purchased at Surf Emporium and the  George Whitefield College.
